Black Galleon got proper thrall spawns (no random spawns): 2 Armorers, 1 blacksmith, 1 smelter, 1 tanner, 1 cook, 1 carpenter, 1 dancer, 1 slaver. Go a little out of your way if there are camps on the way to your destination. Basically, look everywhere there is even a small chance as you pass by. The nord camps along the lake can all spawn armorers, as can the camps around Mounds of the dead. The above advice applies to pretty much any camp of any faction. They're all over the place, and they can spawn different armorers (but like all exile crafters, it's a very rare spawn.) Keep an eye out each time you pass an exile camp. I'd mix one or two runs per session in with other activities. You might burn yourself out by the time you get what you're looking for.
Try not to focus too much on the grinding activity. Having been through it, I can offer a few suggestions: There aren't any high-chance spawn spots like there are for Beri (at least that I know of) so it's mostly settling in for a long wait. There used to be only a couple of specific named Armorers who could even make epic thief armour (for example.) I'm glad they no longer attach the ability to craft epic armours to the crafter's culture.
